The lead is inside the sheathing on the cord, yes, but it's also part of the terminals that plug into the wall. The cursory exposure from plugging it in and out isn't gonna amount to much, but you don't want to grind it up and eat it or anything. Aside from that, THAT much copper is more dangerous than the lead, and handling pennies all day hasn't harmed you yet, has it?
