That is what I am wondering! Portland dep't of transportation has a bike hotline, so maybe I'll try that first. I dunno.

Really what I'd like to do is convince the city to shave that bike lane out and replace it with sharrows in the far right lane. I can't imagine I'm the only one being menaced by that thing. :/
